Who's that guy?

I am fascinated by the cool cat on the left side of the famous photo of Monuments Man James Rorimer and the recovered painting Time and the Old Woman by Goya. He's not named in any description that I can find and he looks like he just wandered in off the set of a Godard movie to see what's going on. There's a story there, I'm sure.

UPDATE

Having now finished Monuments Man, I think I agree with several of you who wrote me suggesting that the mystery man in the photo is a journalist. James Rorimer's account describes several interactions with the press (these, needless to say, were not his favorite).
